MY answer is yes, they are color ppl in gov who did it.
90% of Th cop are toxin slave while 50 % of KU staffs are also red color. 
Unfortunately all of them are KU bosses. No yellow color are bosses people 
in KU. And I infer that all units in TH are follow the same thing.

That is true problem exist in Th.

Even in DP, most of them are red color including tep tuag, and chulin. 
They used toxin policy and want Th persons to be its slave.

I do not have any agenda to say the truth to TMG.

What red will said next about sonthi is accusation that sonthi build 
situation to hurt red color and red color did nothing to him and surely 
stupit red color will beleive it.
