Too long story.
In general, at this time all ORG in TH are corrupted due to bad persons 
become the boss of ORG and they behave as "PETRO" to ask for money in 
doing some thing. If no under table money then it was impossible to be 
success. That is legal corruption and they simply get used to it :(
