à¾ÃÒÐÂѧÁÕÃÑ°¸Ãó¹Ù­ÍÂÙè  is not barrier to have king PM.
At Oct 14 the case is the same : has constitution but under constitution 
it has way to indicate that if vaccuum happen it was need to have the king 
PM. This time is the same thing.

By laws at this moment no gov no parliament already.
Vaccum did happen now but parliament hnadarn to continue to have new PM.
